Tree Preservation Order at HMS Ganges

Tree Preservation Orders have been served on 31 July 2006 by Babergh District Council on all trees on the land at the former HMS Ganges site, under the Town and Country Planning Act 1990 (as amended).

This page includes the statement by Babergh, a list of the trees affected, and maps showing the trees on the site. We have not reproduced the formal TPO here, but just the key information.

Statement by Babergh District Council on the grounds for making the order
 

The closure of HMS Ganges as a Naval Training Base has left a large site of approximately 24 ha with development potential. This has been recognised by an application for outline planning permission (ref B/03/01085/OUT), proposing the erection of 325 dwellings, retail and employment, public open space, access and internal roads. Planning permission has been refused in this case, but in issuing the refusal, the Secretary of State indicated that the principle of the residential use of the site had been established, and that an alternative development may reduce impacts to acceptable levels. Accordingly, it is anticipated that further development proposals will come forward on this site. In addition planning permission exists (B/91/0723/OUT) for the erection of 150 dwellings at Shotley Marina.

The site contains a mix of former operational buildings, and also the remains of demolished structures. The site also contains large amounts of open space both as formal sports fields and rough scrubland. It does, however, contain some valuable pockets of trees. These are mainly close to the boundaries of the site, adjacent to Caledonia Road , near the B1456, School Road and the cliff. There are also a number of trees of significance within the site which provide landscape structure and habitat. In the event of the site being redeveloped these trees will provide important screening.

These trees are under threat from removal or damage resulting from the potential construction on site. The Local Planning Authority considers the trees to be of significant public amenity value and should be afforded statutory protection by the making of a Tree Preservation Order in the interests of maintaining the visual amenity and wildlife interest of the area.
